I recently had a conversation with a friend about different suburbs of New York City. One of the topics that we covered was the changing demographics of certain neighborhoods. Several towns in Westchester have created low-income housing, sometimes at the behest of the state government. These towns had previously been wealthy areas with some of the best public schools in the country. According to my friend, after implementing these changes, the school districts became appreciably worse. Class sizes increased, the pace of learning slowed down because of the influx of ESL students, and incidents of bullying and negative behavior increased.
